The carrier is most of what you buy. At a 10 percent oil load, 90 percent of the bag is carrier material, it costs what it costs, and all of it goes on the finished label. That single number decides more about an encapsulated mint powder than the flavor description on the front of the data sheet.
Encapsulated peppermint oil powders are sold under names that describe the flavor and say almost nothing about the composition. These are the questions that turn a data sheet into a decision.
Ask what the carrier is, and ask for all of it
Spray-dried flavor powders are built on one of a few carrier systems, and the choice shows up in three places: the ingredient panel, the mouthfeel, and the price.
- Gum acacia (gum arabic). A tree exudate, INS 414 and E 414, and about 90 percent soluble dietary fiber by weight. It dissolves into solution instead of swelling, so it adds flavor without building viscosity. It is a recognizable single-word ingredient on a panel and is available certified organic.
- Maltodextrin. Cheap, effective, neutral in flavor, and a word many clean-label brands have spent years removing from their panels. If the brand position is real food, a maltodextrin carrier walks it back one ingredient at a time.
- Modified starch, usually OSA. The strongest performer on volatile retention and oxidative protection. It also declares as modified food starch, which is a different label conversation.
- Inulin. Sold as a fiber and often blended with acacia. Inulin is worth understanding before it goes in a beverage powder, for the reason below.
The trap is the partial answer. A supplier who says the carrier is acacia may be describing a blend where acacia is the first name on a list of three. Ask for the complete composition in writing, in the order it will appear on a panel.

Inulin is a fructan fiber, and in a drink it behaves differently from acacia. It is less soluble at cold-water temperatures, it hydrates more slowly, and at the inclusion levels a flavor carrier brings into a formula it can read chalky or dry in the mouth and hold together as clumps at the bottom of a shaker bottle.
It also carries a digestive-tolerance conversation that acacia largely does not. Inulin is a recognized FODMAP and a common source of gas and bloating complaints at the doses found in fiber-forward products. In a mint SKU aimed at people who already associate mint with settling a stomach, that is an awkward pairing.
None of this makes inulin the wrong carrier everywhere. It makes it a carrier to choose deliberately, in a formula that wants the fiber, rather than one to inherit because it came attached to a flavor.
Ask for the oil load as a number, with a method
A powder sold as natural flavor with no percentage on the data sheet cannot be dosed by calculation. You dose it by trial, you re-trial it when the supplier reformulates, and you have no way to check an incoming lot against what you bought.
A disclosed load is a specification line with a test behind it. For peppermint oil, the method is USP <561>, volatile oil determination by steam distillation, and the result should appear on the certificate of analysis for every lot rather than only on the sales sheet. A range of 8 to 12 percent means the supplier tests to it and will hold to it.
Two practical consequences. First, a declared load lets you convert a target oil dose per serving into a powder inclusion rate on paper before the first bench trial. Second, it makes suppliers comparable: powder A at 10 percent and powder B at an undisclosed load are not two prices for the same thing.

A search for peppermint powder returns both, at prices that look like they belong on the same shelf.
Ground peppermint leaf is milled dried plant material. It is green, fibrous, it settles out of a drink, and it carries the flavor of the leaf. It is a botanical, priced by the pound, and it is the right ingredient for a tea blend or anywhere the plant itself belongs in the pack.
Encapsulated peppermint essential oil powder is the distilled volatile fraction spray-dried onto a carrier at a declared percentage. It is tan, it goes into solution cleanly, and it doses at a fraction of a leaf rate because the active is concentrated. It is the right ingredient where the formula wants mint flavor and a clear finished drink.
Comparing the two on price per pound compares different ingredients. Compare on cost per unit of delivered flavor and the numbers separate immediately.
Check dispersion in the conditions the product actually sees
Mint powders end up in cold shaker bottles, hot lattes, and cocoa made with hot milk, and a carrier that performs in one does not automatically perform in the others.
Gum acacia goes into solution in cold water without a wetting step, which matters for a stick pack a consumer shakes into a bottle for twenty seconds. In hot systems the constraint moves from dissolution to volatility: peppermint oil is volatile, and flavor added into a hot process and then held hot loses top notes. Where the process allows it, dose the mint powder into the dry blend and let the consumer add the heat.
The bench test that settles it takes ten minutes. Make the product both ways at the target inclusion, cold and hot, and look for grit on the tongue, a ring at the waterline, and clumps that survive stirring.
Treat volatile oil powders as perishable
Peppermint oil is volatile, and a spray-dried powder made from it changes as it sits.
First, packaging is part of the specification. A heat-sealed high-barrier foil bag filled tight with the headspace pressed out gives the powder less oxygen to age against than a loosely filled bag or a poly liner in a fiber drum. Ask how the material is packed, not only what it is packed in.
Second, minimum order quantity is a quality question, not only a commercial one. A minimum that represents three years of your usage means running material that spent most of its life in your own warehouse. A brand at modest volume is better served buying small and often.
Ask for the certificate that covers the finished powder
Organic chain of custody breaks at the weakest link. A certified organic peppermint oil dried onto an uncertified carrier, or dried at an uncertified facility, does not produce a certified organic powder.
Ask for the NOP organic certificate that names the finished spray-dried product, not the certificate for the oil. Same question for kosher status, and for the allergen, vegan and non-GMO statements a copacker will ask you for during qualification. A supplier who has the package built will send it; a supplier who has to assemble it will take a week and it will show.
The short version
Get the full carrier composition in writing. Get the oil load as a number with a method behind it. Confirm you are buying the oil and not the leaf. Test dispersion cold and hot at your real inclusion rate. Ask how it is packed and what the true minimum is. Ask for the organic certificate that covers the finished powder.
